Three factors must first be considered before Circuit Breaker measures can be lifted, said Minister for Health Gan Kim Yong in Parliament on 4 May 2020. Firstly, the daily number of locally transmitted cases must be close to zero or in the single digits, along with a decrease in migrant worker cases. Secondly, the Government will assess the global and national situation in other countries before arriving at an informed approach on reopening Singapore’s borders. Third, a system must be put in place to step up capability and capacity to contact trace quickly, in order to allow businesses and social activities to resume safely.
