The bifurcation of ownership and regulation, where work needs to be divided between a state regulatory body and an administrative unit, is something that needs to be discussed at an appropriate level. It is not for me to say anything independently on the subject. It has to be put before the government, which will take a final call on it. I would like to remind you that it is our government that capped private school fee hike at 8%. There are big and small schools in all towns in Punjab; they have their own yardsticks to assess: if a teacher gets paid Rs 2,000, it is not for us to say that Rs 12,000 needs to be paid to the teacher. The kind of regulation that you are talking about will give us the opportunity to regulate other things as well. The second aspect is that the school, parents and a child have a very cosy and mutually respectful relationship. I don’t want to break this association. It is for private schools to introspect. My appeal to private schools is to look at the background of students and then decide.
