The vice President of India is the chairman of the rajya Sabha. the vice President of India performs dual function as the chairman of the rajya Sabha and as the vice president of India.
Article 64 states that when the vice president act or discharge the function of the president under article 65, he shall not perform the duties of the office of the chairman of the rajya Sabha and shall not receive salary and allowances payable to the chairman of the rajya Sabha, but can receive salary allowance, privileges, and immunities of the president.
a person is not elected as the chairman of the rajya Sabha but as the vice President of India.

article 66 describe the method of election and the qualification required to contest an election to the office of the vice president.

As the vice president is only the ex-office chairman of the rajya Sabha, his tenure is not for 6 years but only for 5 years.

As he is an ex-officio chairman of the rajya Sabha, it does not address his letter of resignation to the deputy chairman.
article 67 (b) state that the vice president may be removed by a resolution passed by the rajya Sabha with the majority of all the member of the rajya Sabha and agreed a simple majority by the Lok Sabha.
article 67(c) he can continue to discharge his function as ex officio chairman of the rajya Sabha till his successor occupies his seat.
The deputy chairman of the rajya Sabha
Election
Article 89(2) state that the rajya Sabha shall choose one of its member to be the deputy chairman.
Vacation, resignation and removal
article 90(a) state that a person holding the office of the deputy chairman of the rajya Sabha shall vacate his office if he cease to be a member of the rajya Sabha.
90(b) He may resign from his office by writing under his hand a letter addressed to the chairman.
90(c) he may be removed from his office by a resolution of the rajya Sabha passed by a majority of all the members of the rajya Sabha.
No resolution shall be moved unless at least 14 days' notice is given for such a resolution.
Power and functions
Article 91 (1) states that deputy chairman discharge the duties of chairman of the rajya Sabha when the office is vacant or in the absence of chairman of rajya Sabha.
